RESPONSIBILITIESBilling support
  • Billing completeness (reconciliation of all five 5 revenue sources billed for all properties on billing system, namely Water, Electricity, Rates, Refuse and Sewer, for each billing cycle)
  • Perform reconciliation on the current prepaid meter consumptions versus historical conventional meter consumptions.
  • Produce dummy bills for each billing cycle to identify possible billing errors, and facilitate corrections
Bill presentment and payment
  • The Bidder should evaluate and improve the invoicing, presentment of invoices and receipting processes for the Municipality across all channels.
  • Manage and direct the key performance and result indicators associated with the Income Section functionality.
  • Research andevaluate best practices, interpret statutory directive and treasury guidelines to enable input and recommendations into longer term objective settings and financial planning.
  • Review and align policies, functions, procedures and systems, directing and executing accounting procedures and processes associated with controlling the Income sections administrative functionality.
  • Control critical management and statutory reporting requirements in order to ensure that the Section is capable of contributing positively to the Municipalitys service provision objectives through sound, reliable and accountable management and compliance with prescribed frameworks.
  • Manage the Income functionality effectively in order to ensure that accurate, legal consumer and related accounts are provided on time.
REQUIREMENTSQUALIFICATIONS
  • A relevant 3-year tertiary qualification, preferably a National Diploma or B Com with financial accounting as a major subject.
EXPERIENCE
  • 5 years or more relevant experience covering all aspects of the relevant financial process and the Management of financial information or having gained specialist experience in a finance discipline

  • Compliance with the relevant Minimum Competency Levels for Financial Officials as prescribed.
  • Computer Literacy (MS Office).
  • Proficiency in at least two of the three official languages of South Africa
