Role PurposeThe National Utilities Manager is responsible for managing and improving utilities consumption across the organisation, ensuring that the environmental footprint and carbon emissions are minimised in a sustainable and cost-effective manner. The role oversees reporting on variances, utility billing administration, service provider management, and utility expense control. This includes water, electricity, gas consumption, waste collection, and data usage. The position also plays a key role in forecasting, budget planning, training, and ensuring compliance with service level and industry standards.Key ResponsibilitiesUtility ManagementInvestigate and resolve variances in utility accounts (expenses and income).Match technical data (readings, meters, tariffs) with council accounts and building consumption.Approve and confirm council account variances after investigation.Administer and load utility billings to tenant accounts within deadlines, ensuring accuracy.Oversee the accrual process and calculate accruals in line with policy.Forecast utility usage and input into annual Opex and Capex budget planning.Service Provider & Stakeholder EngagementManage utility service providers (electricity, water, gas, waste, utility management companies).Ensure service provider systems align with internal systems and tenant movements.Collaborate with property managers, asset managers, and finance teams to provide accurate financial data and insights.Participate in monthly meetings with service providers and stakeholders, providing updates on variances, billing, and recovery initiatives.Reporting & CompliancePrepare and deliver monthly reports on net utility variances, expenses, and income.Identify risks and provide solutions to stakeholders.Ensure compliance with client and global utility management standards.Stay updated on environmental impact factors and regulatory requirements.Training & Team ManagementManage and guide staff responsible for utility processes.Deliver annual utility training sessions to ensure teams are up to date with workflows and standards.Support the professional development of utility controllers and administrators at building level.Projects & SustainabilityManage ad hoc and special projects in line with project management best practices.Drive energy efficiency, water savings, and revenue recovery initiatives.Monitor and report on environmental impact and carbon footprint, implementing initiatives to reduce usage and emissions.Minimum RequirementsDegree in Electrical or Mechatronic Engineering.Certified Energy Manager qualification.57 years experience in utilities management within a municipality or large property portfolio.Strong understanding of utility billing, carbon footprint calculations, and sustainability initiatives.Competencies & SkillsStrong communication and stakeholder management skills.Strategic planning and decision-making ability.High emotional intelligence and adaptability.Strong finance and business acumen with proven analytical ability.Ability to manage change, resolve problems, and deliver sustainable results.Should you not receive a response within 10 working days, please consider your application unsuccessful.
