PROBITY AUDIT SENIOR MANAGER/SPECIALIST

· Conduct probity audits and reviews of procurement processes including demand, acquisition, and contract management phases.· Review and assess fairness, equity, and transparency in bid specifications, bid evaluation, and award processes.· Provide real-time assurance and oversight on high-value tenders and strategic sourcing projects.· Identify and report on potential probity risks such as conflict of interest, unfair advantage, or non-compliance with applicable legislation.· Review procurement documentation (terms of reference, specifications, evaluation criteria) to ensure alignment with best practices, internal policy, and legislative requirements.· Monitor compliance with the PFMA, MFMA, Treasury Regulations, SCM Framework, and B-BBEE Act.· Compile comprehensive probity reports, highlighting findings, recommendations, and areas of concern.· Contribute to the development and implementation of a probity assurance framework.· Liaise with SCM, Legal, and Internal Audit departments to ensure coordinated assurance and risk management.· Support the delivery of probity awareness sessions and workshops for key stakeholders.· Maintain confidentiality, independence, and high ethical standards throughout all engagements.Minimum Qualifications and Certifications:BCom Accounting / Auditing / Supply Chain Management / BCom Honours / Postgraduate Diploma in Accounting, Auditing, or Supply Chain Management or equivalentCompleted SAICA articles (advantageous)Certification in public procurement, probity auditing, or governance (preferred)Experience:
· Minimum 4 years’ relevant experience in auditing, procurement compliance, or probity review, with a strong focus on the public sector· Demonstrated experience in:
  • Review of technical specifications and bid documents
  • Demand and acquisition management processes
  • Public sector procurement compliance and governance frameworks
· Experience in conducting or supporting forensic, internal, or probity audits in a regulated environmentKey Competencies:
· Strong understanding of PFMA, MFMA, Treasury Regulations, PPPFA, B-BBEE, and related frameworks· In-depth knowledge of public sector SCM lifecycle· Analytical, investigative, and report writing skills· High attention to detail and ethical judgment· Ability to work independently and under pressure· Excellent stakeholder engagement and communication skills· Ability to present audit findings to senior and executive audiencesThe post appeared first on .
