Applicants are required to meet the following criteria:
  • Bachelor’s Degree in - Business Analysis or Public Administration or ICT/Information Systems or Organisational Development
  • Also required is a Postgraduate qualification (Preferred) in: Organisational Design or Public Sector Management or Strategic ICT Management
Professional Certifications (Advantageous):
  • CBAP (Certified Business Analysis Professional); TOGAF or similar Enterprise Architecture certification; PRINCE2 / PMP (for exposure to structured project environments); ITIL certification (for ICT systems understanding)
  • Minimum of 5 –10 years experience in business analysis, with at least 3 years in the public sector or municipal environment.
  • Proven track record in diagnosing complex organisations and recommending restructuring models, working with multidisciplinary teams (including ICT, HR, Finance, etc.) and writing high-quality strategic and technical reports
  • Excellent understanding of ICT environment and digital platforms as well as competence in diagnostic tools, workflow software and enterprise architecture frameworks
  • Valid drivers and willing to travel when required
The successful applicant would be responsible for, but not limited to:
  • Responsible for conducting a comprehensive diagnostic of the organisational architecture and operations across all directorates.
  • Evaluating how Information and Communication Technology (ICT) interfaces with core and support operations, and producing detailed diagnostic reports and proposals for enhancing organisational effectiveness.
  • Analysing processes, structures, systems, and workflows to identify inefficiencies, identifying technology-enabled solutions and recommend new models or architectural improvements that align with smart city aspirations.
  • The ideal candidate will combine strong analytical skills with an understanding of digital transformation, urban infrastructure, and stakeholder engagement
  • Organisational diagnostics & analysis – assessments; governance models; identify inefficiencies
  • Solution design – collaborate with teams; conceptualize and plan systems; solution prototyping, testing and validation; gap analysis; ensure solution compliance; engage stakeholders; support architecture documentation
  • Stakeholder engagement – facilitate engagements, interviews & workshops and gather inputs
  • Reporting writing and recommendations – diagnostic reports; develop business cases; draft roadmaps
  • Strategic modelling – benchmark best practice models; recommend structure or service delivery models
