Provincial Treasury, Western Cape has opportunity for a suitably qualified and competent individual to manage the training accounting society within the Provincial Treasury, and assist in the training and capacitation of the PT has a whole.
Minimum RequirementsAn appropriate Honours degree in Financial Accounting; Qualified CA (SA); Completed Articles; A minimum of 6 years’ relevant experience; Eligible to register as a SAICA assessor, or to obtain it within the first 3 months of employment.RecommendationNone.
Key Performance AreasAnalyse and develop frameworks and policies, including transversal training and capacitation strategies; Manage stakeholder relationships; Manage the training programme to ensure compliance with SAICA competency framework for articled trainees; Oversee the administrative support function; Performance management functions.
CompetenciesUnderstanding of the following: Project management, operational management, procurement, tendering, and policy development processes; Awareness of regional and local political, economic, and social factors affecting provincial government, especially in the Western Cape; Public Finance Management Act, national and provincial treasury regulations and related financial policies and agreements; It will be advantageous to have experience in managing the SAICA training contract management and full knowledge of the SAICA programme.Skills: Conceptualisation, planning, organisation, client and people management, networking, and project management; Proficiency in: accounting, finance, audit, analytical thinking, report writing, financial management, computer literacy and effective communication (written and verbal) with the ability to make tactical and strategic decisions.RemunerationAll-inclusive salary package of R 1 059 105 per annum (Salary Level 12)Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
