In support of Council’s developmental objectives, develops and administers policy, strategy and
strategic budgeting, legislation development, research and statistical analysis, information
management tools, communication of research and policy findings, by way of applying all

Develops and administers policy, strategy and strategic budgeting, legislation development,
research and statistical analysis, information management tools, communication of research
and policy findings by implementing all relevant legislative requirement in support of the

- Participate in the review of the integrated development plan (IDP).
- Undertaking research into policy and service delivery best practice at the local,
- Producing socio-economic and service delivery information packs at the Municipal,
- Participating in socio-economic research project of high degree of complexity and scale.
- Utilizing and maintaining strategic municipal and socio-economic information and
- Participate in strategic advocacy in special needs areas both geographical and sectoral
- Independently manage projects.
- Participates in the review of the Integrated Development Plan (IDP) .
- Participating in the development of local, provincial, national and internal policy,
- Participating in the preparation the spatial development framework (SDF).
- Monitoring multi-sectorial projects, providing project guidance, and developing policy.
- Participate in research projects of high degree of complexity and scale.
- Participating in the development of strategic municipal and socio-economic information
- Evaluate the Municipal urban and rural environment inform strategic advocacy in
- Independently manage projects that have been defined by the unit Head or Program
- Perform a supporting role int the management of complex projects.
- Prepares, monitors, and reviews the development and implementation of integrated
- Leads in collaboration with key stakeholders, the preparation of the Spatial
- Manages single and multi-sectoral projects with an aim of developing council strategy
- Monitors the Municipal urban and rural environment to develop policy and strategy that
- Participates in the development of Local, Provincial, National, and international policy
- Evaluates, reviews, and proposes strategic budgeting approaches.
- Participates in the development of Local, Provincial and National legislation.
- Undertakes quantitative and qualitative research projects of high degree of complexity
- Undertakes the development of strategic Municipal and socio-economic information.
- Presents and communicates strategy, policy, and research results.
- Leads and manages projects with strategic operational implication for Council, usually
- Liaise with external bodies including other spheres of government, development
- Appoint and manage consultants to implement project briefs.
