- Advise if a Joint Venture would be a possible way forward.
- Be able to advise on alternative tenders if required.
- Prepare Preliminaries and General Costing for finalization.
- Present the tender at finalization to EXCO for sign off.
- Ensure tender buying, program, method, SHEQ, and Plant and Equipment and any other requirement needed for the completion of the tender are done – to ensure completeness of the tender price as well as tender returnables.
- Attend site visits, and any client / consultant briefings and be able to act accordingly including preparing reports.
- Subcontract and materials adjudication.
- Ability to present the most realistic and competitive net cost for the tender to senior management.
- Ensure that the bid, when complete is submitted timeously, with all and any returnables that are requested by the client.
- Prepare Contractual and Commercial Review and be able to advise senior management of any positive and negative risk on the project.
- Fully understand any specific procurement processes and procedures to complete the tender.
- Engage with the client / consultants and management on any post tender issues.
- Check and agree contract documentation for signature.
- If successful, prepare a Handover Document to the Site Operations Team, and advise on potential cost improvements if applicable, as well as advise of potential risk areas, both commercial and technical.
- Liaise with consultants and client as required to ensure completeness and sufficiency of bid.
- Ensure bulk measurement checks are carried out.
- Find out competition.
- Apply mark up to bills of quantities for submission.
- Circulate tender results.
- Ensure CCS Pricing Master, and Preliminary and General data base are maintained and up to date.
- Prepare Cash flow if required.
- Lead tender handover.
- Ensure all documentation is present and correct for site operations team.
- Keep supply chain data base up to date.

- Ensure that knowledge of contract documentation, conditions of contract, specifications, standard method of measurement and building information systems is up to date.
- Reports to Senior Estimator / Chief Estimator as required
- Minimum two years post qualification in a construction environment.
- Diploma in Building or Civil Engineering, or a relevant Built Environment subject.
- Must be conversant with CCS “Candy” Construction Software.
- Must be conversant with MS Office Suite, in particular Excel and Word. Other packages such as Power Point etc whilst not essential are advisable.
- Extract materials from BOQ / drawings and compile for the buying department in order to send out enquiries to the supply chain.
- Extract subcontract packages from BOQ / drawings and compile for tender buying to send out to the supply chain.
- Have a good working knowledge of building up worksheet rates for Direct Works such as Concrete, Formwork and Brickwork and Plasterwork.
- Be able to analyse material quotes upon receipt.
- Be able to analyse subcontract quotes upon receipt.
- A good knowledge of site operations and logistics is essential in order to be able to prepare the Preliminaries and General and any pricing for the bid.
- Be conversant with construction cost pricing trends in order to assess escalation costs for finalization.
- Be able to communicate well and present a Building or Civil Engineering tender to the EXCO members.
- Should be able to handle pressure and deal with tight deadlines.
- Competent in calculations for tender preparation and computation.
- Be able to prepare a method and logistics statement and / or ensure that a suitable non-generic statement is suitable for submission,
- Able to measure and take off quantities from drawings in a standard format for bill preparation and pricing.
- Keep records of relevant statistics.
- A solid grounding in Building and Civil Engineering practices.
- A solid understanding of buildability, resourcing required and programming.
- A suitable construction qualification, preferably in quantity surveying or civil engineering, or other closely aligned build environment study.
- Familiar with standard conditions of contract for building and civil engineering works such as JBCC, FIDIC, NEC3 etc.
- Aware of the importance of specifications being adhered to in the pricing and submission of tenders.
- Familiar with standard methods of measurement for building and civil engineering works.
- Conversant with Bills of Quantities for the construction industry.
- Be able to read and understand drawings from the consultants, such as architectural, civil, structural, mechanical, electrical etc.
- Aware of labour and plant production figures, average waste factors etc.
- Be aware of Safety, Health, Environmental and Quality issues, in practical and costing terms.
