- Provide expert advice in various specialized fields of public financial management (PFM), covering all aspects of public revenue and expenditure management including, but not limited to, forecasting, budgeting, monitoring, and reporting tax and fee-based sources of revenue and expenditures in a transparent manner.
- Provide factual and analytical background reports, collect data, and prepare/review reports related to local service delivery.
- Serve as an expert resource and/or technical advisor on a range of PFM and municipal finance issues.
- Master’s degree in public administration, economics, finance, business administration, or a related field.
- Minimum seven (7) years of experience in public and/or municipal financial management and strengthening, revenue generation, fiscality, and transparency.
- Demonstrated experience in providing technical assistance, capacity building, mentorship, change management, and training in PFM systems and processes, both at the national and sub-national levels.
- Ability to work independently and produce timely and high-quality results.
- Previous experience with USAID or other donor funded projects and programs preferred.
- English language fluency (oral and written) is required. Portuguese language skills desirable.
