HIV Care and Treatment Lead (Medical Doctor) Wits RHI - Free StateFull job descriptionAdditional information:This position is subject to the successful awarding of the program application by Wits RHI titled “ Achieving and Sustaining HIV/TB Epidemic Control in the Free State Province” funded by USAIDMain purpose of the job:Oversee the technical direction relating to the Wits RHI Free State programProvide technical expertise and lead activities related to the delivery of HIV care and treatment services within Wits RHI Free State designated districts, ensuring standards and quality of those servicesSupport Wits RHI Free State managers to formulate and implement the Wits RHI Free State technical strategy in line with the program and organizational objectivesLocation:Wits RHI – Witsieshoek, Thabo Mofutsanyana District - Free StateKey performance areas:Technical Strategy development, oversight, and implementationSupport the COP and other WITS RHI FREE STATE Key Personnel and Senior Managers in providing leadership and strategic direction for the effective implementation of the WITS RHI FREE STATE program and to ensure the integrity of the projectLead the development and implementation of the WITS RHI FREE STATE technical strategy within national, international, and donor guidelinesProvide high-level coordination for WITS RHI FREE STATE technical strategy implementation including activities for the District Implementation TeamsAlign project goals with donor strategic objectives and guidanceCommunicate the Wits RHI WITS RHI FREE STATE technical strategy to all relevant stakeholdersConduct project visits as needed and review project assessments to evaluate progress on implementation plansRegularly track program data and performance to inform changes in strategy and/or program implementation across the programEnsure that the technical strategy is aligned to, and informed by, program data and program targetsReporting and AdministrationCoordinate donor reporting, including quarterly Joint Programme Planning Meetings with District teams, M&E, and finance teamsLead the development of the annual work planning process in close collaboration with COP, Key Personnel, USAID, Department of Health, and project partnersCoordinate reports on key achievements, challenges, and any anecdotal success stories as requested by the donor or Wits RHISupport the writing and/or review of technical components of materials and publications related to WITS RHI FREE STATESupport the dissemination of publications, best practice reports, and key technical documents that emanate from supported projects and programsEnsure compliance with USAID operational policies and regulations so they are aligned with the technical strategyWork with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/resultsComply with requests for information emanating from USAID/PEPFARCoordinate and/or participate in grant writing and development to source additional funding related to outputs in key program focus areasHuman Resource and Allocated Budget OversightProvide support to the COP to ensure adequate resources for program implementation are availableWork with finance and relevant project staff to develop and track allocated project budgets and expendituresProvide input as requested into USAID financial compliance reports, including but not limited to annual Expenditure Analysis reports which require technical programmatic insightStakeholder management (internal and external)Act as a point of contact for the relevant technical area for the DoH, partner organizations, donors, and internal stakeholders where appropriateCommunicate with all levels of Wits RHI staff around WITS RHI FREE STATE inputs and outputsCommunicate with local, regional, and international collaborators and stakeholdersProvide feedback to internal and external stakeholdersStaff managementAttend to all staffing requirements and administrationSupervise and manage the duties of subordinates to ensure optimal staff utilization and maintenance of sound labor relationsSet and review work plansPerform and facilitate performance development and assessmentsIdentify substandard performance by team members and take necessary corrective actionCoach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organizationPromote harmony, teamwork, and sharing of informationEffective self-management and performance ownershipTake ownership and accountability for tasks and demonstrate Degree and a Postgraduate Qualification in HIV Management, Public Health, or equivalentRequired work experience:A minimum of 10 years of experience in expanding access to essential comprehensive HIV and AIDS services plus a minimum of 5 years of senior management experience in complex projectsProfessional body registration:HPCSADesirable additional education, work experience, and personal abilities:Experience working in a donor-funded environmentSpecialized knowledge and demonstrated expertise in the area of comprehensive HIV and AIDS services which is necessary for strengthening service delivery at the national, provincial, district, and facility/site levelDemonstrated leadership, management, and change management abilities, including the ability to manage a diverse teamDemonstrated history of influencing positive change with external stakeholders and developing and maintaining relationships at all levels of Wits RHI and partner organizationsPositive, energetic team leader with an ability to adapt to complex situations, manage stress, and deliver goals pro-activelyOrganized with a thorough and accurate approach to workAttention to detailDemands of the job:National and international travel and overtime may be required from time to time.Must be contactable after working hoursMay be required to work at sites that are under-resourced and operate in a
