You are flexible, efficient and are able to excel in a constantly changing and complex environment that often requires strong and rapid technical input.The International Treatment Preparedness Coalition (ITPC), is a global activist network fighting for universal access to treatment. ITPC is an issue-based organization that uses HIV as an entry point to the right to health and treatment access across the world. ITPC is seeking a Senior Monitoring and Evaluation Officer to develop ITPC’s monitoring and evaluation (M&E) systems, community-led interventions (monitoring, evaluation and research), to inform policy and advocacy initiatives at global and regional levels. S/he will play a key role in the successful implementation of ITPC’s Strategic Plan 2021-2023.This position will support several of ITPC donor portfolios to develop data systems, strengthen community-centered participatory research, and strengthen evidence-informed advocacy approaches. ITPC seeks an experienced candidate to support the monitoring and evaluation needs of ITPC.Under the direct supervision of the Director of Global Programs and Advocacy, the Senior M&E Officer will provide technical oversight of ITPC’s organization-wide M&E framework, enhancing performance management, knowledge sharing and capacity-building of relevant staff and partners. S/he will work in close consultation with other technical leads, and regional coordinators, based in the field.There are no geographic limitations for this post.Main Tasks and ResponsibilitiesGeneral M&EOperationalize ITPC’s existing M&E FrameworksConduct trainings on key components of the M&E framework with regions and sub-recipients (data collection, analysis, quality check and improvement, etc.) frameworks, and systems/database processes.Strengthen ITPC M&E systems (tools, process & database) at global, regional and community levels.Ensure alignment of organizational tools and frameworks to ITPC’s Theory of Change and to specific donor requirements and guidance.Produce reports using data from ITPC’s M&E system to showcase the impact of ITPC’s work.Streamline M&E systems, processes and tools across various projects.Lead and carry out ITPC’s Global Treatment Access Survey and produce report with program team.Develop research agenda and facilitate operational research to support evidence-based advocacy initiatives at global, regional and community levels.Strength the capacity at regional and community levels on M&E systems and community participatory research.Community-led MonitoringDesign and create data systems and processes to facilitate community-led monitoring mechanisms and/or community treatment observatories.Build capacity of sub-recipients, activists, and communities to undertake community participatory research to carry out evidence-based advocacy.Oversee the implementation of community-led monitoring systems and processes.Oversee and mentor personnel at community, national and regional levels on the M&E processes and the facilitation of community-led monitoring initiatives.Evidence-based AdvocacyDevelop evidence to support the implementation of ITPC’s global advocacy agenda and Strategic Plan 2021 – 2023.Facilitate impact monitoring, evaluation and analysis.Support development of organizational publications, and presentations that demonstrate the impact organization’s work.The position will travel extensively to the regions and areas where ITPC programs are implemented to support programmatic implementation, work with communities, and undertake organization tasks.Education & Experience RequirementsMinimum 5-7 years relevant experience in developing monitoring & evaluation systems and frameworks for nonprofit, philanthropic sector or related field is required.Graduate degree preferred in Social Sciences, Public Health, Population studies, Demography, or any other related field.Knowledge and experience working in a global context. Experience in program management in developing countries, preferably in the field of HIV/AIDS, Malaria, Tuberculosis and/or Health Systems Strengthening.Experience with participatory research methods.Advanced experience in MS Office is required.Knowledge of data, statistics analysis and report writing including the use of statistical packages like SPSS, STATA, Epi-Info etc., is highly desirable.Interest, experience, and/or academic training in HIV/AIDS, public health, human rights, international development, or related field is a plus.Fluency in spoken and written English.
