- Ensure sufficient and efficient bulk services roll-out (water, electricity, sewer, roads, security etc.).
- Ensure projects are delivered within approved budgets and timeframes and to an acceptable standard.
- Review and update the project roll-out plan for bulk infrastructure implementation.
- Budgeting and Cost Management:
- Prepare the order of magnitude budget estimates and documents for approval of bulk infrastructure and related projects by the relevant parties (the executive management committees and/or internal investment committees) and the supporting documents as may be required for external parties (shareholders, the board, banks etc.).
- Manage Quantity Surveyor and support internal finance department to ensure payments to service providers, ensures QS and finance costs are reconciled.
- Provide bulk infrastructure costs to the head of infrastructure, sustainability and land and support the department in land valuations. Obtain relevant input from within the development team.
- Manage risk and ensure infrastructure spend in accordance with development mandate and approved budget and cashflows.
- Understand and mitigate risk and out of budget expenditure.
- Source, appoint and manage respective professional project teams.
- Liaise with town planning and obtain approvals from council where applicable (wayleaves, Section 82 clearance letters etc.).
- Ensure bulk contributions are paid and drives the off-setting agreement/process.
- Support the top structure team in overlapping areas prior to and during the development process pertaining to completed bulk services/connections etc.
- Cost-effective maintenance of vacant undeveloped land and work closely with the POAs, Operational Teams and the General Manager.
- Ensure compliance with relevant acts and regulations;
- Controls, manages and governs processes within area of accountability to ensure compliance to company policy and minimizes business risk.
- Implements relevant audit risk recommendations in area of responsibility and resolve audit risk findings timeously.
- Report on and manage potential business risk.
- Obtain design approval, implement and comply with policies within area of responsibility.
- Monitor and report on the delivery of all infrastructure projects and present feedback dashboards to the head of infrastructure, sustainability and land for presentation at the monthly Project Exco meetings.
- Report on the status quo and forward-looking (strategic) bulk infrastructure-related aspects relative to achieving the Precinct objectives and vision.
- Bachelor of Engineering or B.Sc Construction Management.
- Professional registrations advantageous
- Technical: A minimum of 2-3 year’s experience in managing projects in preferably Civil Engineering/Construction Management related fields.
- Management: Experience in managing teams of professionals and works contractors, as well as with internal and external stakeholders.
- Detailed planning (incl. forecast budgets) of bulk infrastructure services, security and beautification projects;
- Planning and delivery of all bulk infrastructure and related projects (within approved budgets and timeframes);
- Project-specific procurement and management of all professional teams and contractors;
- Obtain and manage government approvals, regulation approvals and requirements and maintaining these relationships while working closely with the town planner, top structure development team and operational teams;
- Cost-effective management of vacant undeveloped land, while working closely with POAs, Operational teams and the General Manager; and
- Assisting the development team from time to time with project-related matters.
- Long-term and strategic planning of sufficient bulk services to the precinct;
- Close alignment with city and town planning and approved rights that are in conformance to the Development Rights Agreement and the urban design;
- Bulk servicing and resilience to townships for developments.
