including its beneficiary communities.Job DescriptionNorthern CapeProgramme Manager: ConstructionKey performance areas:Assist the Head of Projects in the development and implementation of the (CDS). ● Develop supporting operational plans for construction needs to ensure execution of the strategic objectives and goals in support of the CDS. ● Implement the operational plan by developing operational activities, ensuring alignment to the achievement of strategic objectives. ● Direct and lead the implementation of programme initiatives to support CDT in the implementation of its strategy and achieve its objective. ● Monitor and continuously evaluate progress of the programme's achievements against the operational plan and strategic objectives.Use insights gained through business information to compile reports, presentations, and metric dashboards to measure success and inform the business decision making process and realign objectives. ● Develop policies that enable speedily execution of construction projects in terms of best practice including promoting safety at construction sites. ● Keep abreast of changes in legislation (particularly Occupational Health and Safety), regulations and/or the technology environment and respond to changes through adjustments to the strategy and operational plans as required. ● Work closely with the Head of Projects to ensure smooth operations of all infrastructure related matters. ● Attend industry related forums, conferences and workshops to gain industry insights for the purpose of business improvement. ● Conduct research to identify the community needs and skills gaps in terms of infrastructure programmes. ● Conduct research especially about community infrastructure gaps and propose construction programmes to beef up the construction projects pipeline. ● Design, package and submit construction programmes funding proposals to relevant governance structures within the Trust. ● Develop an appropriate approved annual project pipeline. ● Liaise with other internal stakeholders to ensure procurement plans are developed timely, to ensure reporting dashboards are updated and to ensure construction data required is made available including for communication purposes. ● Liaise with key external stakeholders to ensure projects planning is inclusive and that projects implementation continues without interruptions. ● Supervise Specialist Programme Coordinators (Kathu and Thabazimbi) and instil a developmental mindset and foster a high performance culture within the Construction team. ● Conduct risk analyses and inform the Head of Projects of the risks identified. ● Coordinate all project issues and communicate project scope creep on time to the Head of Projects. ● Participate in performance discussions to present progress against targets in respect of construction portfolio. ● Assist in identifying and adhering to fraud controls, risk prevention principles, sound governance and compliance processes, and tools to identify and manage risks. ● Ensure audit documents are readily available during internal and external audits. ● Maintain quality risk management standards in line with relevant requirements. ● Maintain and enforce all related Service Level Agreements to minimise business risk and ensure business continuity. ● Review related Standard Operating Procedures in consultation with the Head of Projects to ensure business optimisation. ● Adhere to all relevant laws, policies and Standard Operating Procedures throughout the organisation. ● Ensure implementation of risk remedial actions. ● Provide input into Supply Chain Management policies, procedures and process maps.The Successful ApplicantNorthern CapeProgramme Manager: ConstructionMinimum Requirements and Attributes:Undergraduate Degree in Construction Management (non-negotiable). ● Master's in Construction Management or Construction Project Management (Advantageous). ● Full membership of the south African Council for Project and Construction Management Professionals (SACPCMP) (non-negotiable). ● At least 15 years relevant working experience (Advantageous) . ● Demonstrate working in and with Top Tier Construction Companies (non-negotiable). ● Good exposure to community-based projects (Advantageous)Competencies RequiredStrong project management knowledge ● Analytical and detail orientated ● An
